The Mystery Building on Hull Street Just Got a Name, and Most of Its Tenants

Someone in the Fox Creek and Gossamer neighborhood asked the question a few weeks back, the same one half of Moseley has been asking while sitting at the light at Hull Street and Otterdale Road: what's actually going into that new structure rising between Starbucks and Fireside Grill?

The Nextdoor thread got a few guesses and a shrug. Turns out the answer had already been filed with Chesterfield County months earlier, and it's more specific than the guessing on social media suggested.

Cosby Corner Has a Developer, a Confirmed Tenant, and a Design Mandate

The project is called Cosby Corner, and it's going up at 15516 Hull Street Road on a 4.3-acre site next to the retail cluster most Moseley residents already know as Cosby Village Square, home to Kline's Dairy Bar, Starbucks, and Chipotle. Maryland-based Lion Gate Ventures is the developer, and the plan calls for two buildings totaling 23,500 square feet, split between a 12,500-square-foot retail strip and an 11,000-square-foot building.

The county's Board of Supervisors approved the rezoning in late January, changing the land from Agricultural to Neighborhood Business, the classification that clears the way for exactly this kind of small-format retail and service mix. That approval is why this parcel is on track to become storefronts instead of sitting as another empty field along the corridor.

One tenant is already locked in. Lightbridge Academy, the daycare chain, has leased the building fronting Hull Street and Fox Club Parkway. Beyond that, the leasing broker handling the project described the rest of the target mix in plain terms: a full-service restaurant not yet named publicly, a national cafe and bakery, and roughly 5,000 square feet reserved for a medical tenant. As the broker put it, "You're going to see a mix of full-service restaurants and daily services."

That combination, daycare, sit-down food, coffee, medical office, is a specific kind of retail plan. It's the mix a developer builds when the surrounding rooftops already exist and the goal is convenience trips, not destination shopping.

Why the County Called It a Gateway

Part of what makes Cosby Corner different from a typical strip center along Hull Street is the language the county attached to the approval. Officials treated the site as a gateway location, which came with an expectation that the developer invest in how the buildings actually look and function, not just how many square feet they hold. That's the reasoning behind the outdoor seating built into the site plan and the more deliberate architectural treatment than you'd find in a bare-bones retail pad.

It also explains why this parcel, sitting at one of the busiest intersections in western Chesterfield, got picked over a plainer build. The county is using the corner as a signal of what it wants the rest of the corridor to look like as Hull Street keeps filling in.

Three Projects, One Intersection, Different Timelines

The confusing part for anyone driving through is that Cosby Corner isn't the only thing under construction at Hull and Otterdale. There are effectively three layers of development stacked on the same corner, each at a different stage.

The scale gap matters. Cosby Corner sits on a little over four acres. Nunnally Village, still waiting on its own zoning decision, is proposed for roughly 200 acres at the same intersection, a mixed-use project nearly fifty times the footprint. If Nunnally Village eventually clears zoning, Cosby Corner will end up looking like the appetizer, not the main course, for what this corner becomes over the next several years. For now, it's the only one of the three actually under construction, which is why it's the one people are asking about.

The Crosswalk Nobody's Built Yet

None of this comes with a walking path attached, at least not yet. Residents who live across Hull Street from the development have pointed out that the intersection at Hull Street and Fox Club Parkway still doesn't have a crosswalk, which means kids who live within sight of Cosby High School can't walk there safely even though the school is close enough to see. Traffic on that stretch regularly moves well above the posted limit.

That's worth knowing if you're picturing Cosby Corner as a place you'll stroll to from a nearby subdivision. Right now it's a car trip, full stop, and the county's gateway aesthetics haven't extended to sidewalks or signals at that particular corner. Whether that changes as Nunnally Village works through its own approval process is an open question nobody's answered publicly yet.

When You'll Actually See Storefronts

As of this spring, the developer's leasing team had construction penciled in to begin over the summer, with the buildings slated for delivery in early 2027. That's a meaningful gap between "confirmed on paper" and "open for business," so if you've been checking the site every few weeks expecting a grand opening banner, the more realistic marker is sometime in 2027 before Lightbridge Academy or the restaurant tenants are actually taking customers.

In the meantime, the existing Cosby Village Square businesses next door, Kline's Dairy Bar, Starbucks, Chipotle, are the ones actually open right now, along with a medical office building still finishing construction for the second Richmond Aesthetic Surgery location. That's the part of the corner you can visit today. Cosby Corner is the part you'll be able to visit by 2027, and Nunnally Village is the part nobody can visit yet because it doesn't have a green light.

So the Nextdoor question has an answer, even if it's not a complete one. A daycare is coming. A restaurant is coming, though it doesn't have a name attached publicly. A cafe and bakery are coming. A medical tenant is still being recruited for the last available space. And just up the road, on land nearly fifty times the size of this project, a much bigger question mark is still waiting on the county.
